Regional Passport Office, Chennai has
taken a big lead in the country by focusing on citizen friendly and faster
passport service delivery.
Three Passport Seva Kendras at Saligramam, Aminjikarai and Tambaram which are functioning as extended arms of Regional Passport Office, Chennai had processed a record number of 4,14,892 applications during the year 2014-15.

On the occasion of Observance of Passport
Seva Divas, the 24th June, 2015 at Delhi, Shri K Balamurugan,IFS, Regional Passport Officer, Chennai was awarded
with a “Certificate of Appreciation” by
Smt. Sushma Swaraj, Hon’ble External Affairs Minister for achieving High Standards of Passport
Service Delivery to the Citizens during 2014-15.
To
boost performance and quality of service, the following innovative methods have
been implemented in office during the year 2014-15:
1. Social
Audit Cell:
To
empower applicants especially from rural areas and enhance the transparency, a Social Audit
Cell has been opened at Regional Passport Office, Chennai. The applicant himself can appear before
the special cell and conduct audit of
his own passport application.
All information that is supposed to be provided by the office as per the Right to Information (RTI) Act, are being provided at the cell upon oral enquiry by the applicants free of cost.
Copies of documents such as police verification reports with remarks, or notes of the police officials, file notes of Verification Officer or Granting Officer regarding ‘on-hold’ applications, details of previous or lost passports to enable applicants to file an FIR with police regarding loss of passport and details about information sought from Missions or Embassies abroad for issue of passport applicants who had travelled on Emergency Certificates(EC) could be obtained from the cell.

Special Cell to update applicants on pending applications:
In
order to avoid repeated visit of applicants to Main office and to update them
about the status of applications pending, a special cell has been opened in main office at Rayala
Towers.
The officials deployed in this special cell will call the applicants over phone and inform the status of their applications and the likely date of its clearance in office. This has avoided the necessity of applicants residing at far off places to visit main office to clear the pending applications.

Appointment availability:
a)
Strict Monitoring of “holding of
applications” and “Escalation to Main
Office” by PSKs was done and more officials were engaged at
the front end at PSKs. This paved way
for release of more appointments at PSKs.
The appointments for 3 PSKs were increased besides allowing senior citizens, minor below 3 years, physically challenged and PCCs as walk-in categories. This necessitated day to day handling of a huge crowd of 2550 applicants at PSKs, capturing Biometrics of applicants covering 9 districts of Tamil Nadu and two districts of Union Territory of Puducherry

b) Six Passport Melas
have been organized during 2014-15 on Saturdays in which a total of 6858
applications were received and 5929 applications were granted.
c)
Another Passport Mela exclusively for intending Haj
Pilgrims was also organized in which 781 applicants were benefited.
d) Another
Citizen Centric measure in extending passport services closer to the doorstep
of applicants, five
special Passport Seva Camps were held at various districts
(Puducherry, Cuddalore, Karaikkal, Viluppuram and Dharmapuri) and 1640 applicants were benefitted out of
these camps.
These
actions resulted in the availability of appointments for next day in one PSK
and 2-3 days in other 2 PSKs from 21 days prevailed earlier.
4. Speedy and accurate Police Verification:
In
order to ensure speedy and accurate Police Verification, interaction programme with field level
police officials of three districts (Cuddalore, Thiruvannamalai and
Viluppuram) were organized with unstinted cooperation of IG of Police North
Zone.
This has resulted in timely receipt of police reports and avoided vague and incomplete police reports by police authorities.

Awareness Programmes on
Passport procedures:
a)
In order to help common man, Regional
Passport Office, Chennai along with Tamil Nadu Arasu Cable TV Corporation launched the
scheme of Online registration of passport application form filing including
payment of fee and scheduling appointments at the main office at Rayala Towers.
This ensured transparency and reliability of services to common man at an affordable cost of Rs.100/- per application. The said scheme will be extended across the State through TACTV who have established Common Service Centres in 254 Tahsils.

b) For
easy understanding of passport procedures,
Audio Announcement System has been installed
at PSKs and in Main Office.
c)
To create more awareness among
passport seeking citizens, several efforts have been made to publicize
Passport Procedures through Electronic and Print Media at frequent
intervals.
d) To
create awareness about the emigration
procedures for the citizens who are travelling abroad for job and other
purposes, a Special Awareness
Programme on Emigration related issues was organized in three
districts at Karaikkal, Viluppuram and Dharmapuri with the help of Protector of Emigrants, Chennai.
6.
ISO CERTIFICATION
A
team of Auditors from Standardization Testing and Quality Certification (STQC)
Services, Ministry of Communication & Information Technology conducted
Audit in PSKs at Chennai, main Office at Rayala Towers, Data Recovery Centre
(DRC) and Data Centre (DC) at Taramani in April 2015 against the requirements
of ISO and as a testimony to Passport Office for providing superior citizen
service with focus on continual improvement and implementation of best
practices in e-Governance, Passport Seva

In recognition of the outstanding
services rendered to Citizens, Regional Passport Office, Chennai has received
the national award of “Certificate of Appreciation” (out of A Category Passport Offices) for achieving
high standards of passport service delivery to the citizens during 2014-15.
The External Affairs Minister, Smt Sushma Swaraj presented the award to Shri K Balamurugan, IFS, Regional Passport Officer, Chennai on 26 June 2015 at Delhi during the valedictory function of All India Passport Officers’ Conference held from 23 to 26 June 2015.
