The e-Commerce market
in India has enjoyed a phenomenal growth of almost 50% in the last five years.
Although e-Commerce has been making the rounds in India for 15 years, the much
needed appropriate ecosystem has now started to fall in place.
The considerable
rise in the number of internet and smart phone users, growing acceptability of
online payments, the proliferation of internet-enabled devices and favorable demographics
are the key factors driving the growth story of e-Commerce in the country.
The number of users
making online transactions has also been on a rapid growth trajectory, and it
is expected to grow from 11 million in 2011 to 38 million in 2015.
Players have adopted
new business models including stock-and-sell, consignment and group
buying. Cash-on-delivery has been one of the key growth drivers and is
touted to have accounted for 50% to 80% of online retail sales – a segment
which has entered the e commerce arena in a big way. However, there are
concerns surrounding inventory management, location of warehouses and in-house
logistics capabilities.
India still does not
have dedicated e-Commerce laws. The Sales Tax laws need to be revised, as they
are posing issues for online retailers while they decide warehouse
locations. There are several areas that need to be looked at to take care
of the problems in the current scenario.
Consumers Association
of India, as a Voluntary Consumer Organisation, working in the area of consumer
protection, is concerned that this new business is not having sufficient
regulations or controls.
Since most of the
transactions are “faceless”, it becomes very difficult for consumers to get
redressal for their complaints. Consumers Association of India has been
receiving increasing number of complaints in the past few weeks. This was
the reason for our organising a full day seminar on “E-Commerce and the
Consumer” on 30th August 2014 for which we would like to invite you.

Tentative Agenda, you would observe that all the key issues related to
e-Commerce are being covered. The Seminar will be inaugurated by the
Secretary, Department of Consumers Affairs, Government of India. We shall also
have the Commissioners of Commercial Taxes as well as Civil Supplies and
Consumer protection, Government of Tamil Nadu addressing the audience. Leading
experts in the field of e commerce and legal experts will also be participating
and sharing their views along with consumer activists
The recommendations
of the Seminar will be presented to the State / Central Governments for
implementation.
