As many as 1,305
officers of Indian Administrative Service (IAS) and 2,610 of Indian Police
Service (IPS) have failed to file their returns for immovable property for
2013, According to information obtained from the websites of the ministries of
personnel and home affairs.
IAS officers are
required to submit their returns by the end of January for the preceding year.
The returns should contain details of immovable properties owned by the
officers including shares, debentures and bank deposits. Officers are required
to submit their returns to the state government as per their cadre. About 35
IAS officers who figure in the list available on the website of the personnel
ministrys Department of Personnel and Training (DoPT), which acts the nodal
agency for administrative matters of the IAS are holding secretarylevel posts
in central ministries of water resources, tourism and overseas Indian affairs,
among others.
Similarly, as per
information available on the website of home ministry, the nodal agency for
IPS, at least 15 IPS officers in the list are holding Director General of Polices
rank.
Senior IPS officers
like Delhi Police Commissioner Bhim Sain Bassi, Director Generals of Police
Omendra Bhardwaj and Rizwan Ahmad,of Rajasthan and Uttar Pradesh respectively,
have also failed to submit their returns. While Bhardwaj said that he had filed
his property return in time, Bassi and Ahmad did not respond to queries sent by
ET in this regard.
Housing secretary
Arun Kumar Misra, tourism secretary Parvez Dewan and Prem Narain, secretary in
the ministry of Overseas Indian Affairs,said they had filed their returns but
the information was yet to be updated on the website.Narain said he had
submitted his return on Jan. 29, 2014 and it was received by the DoPT on Jan
30.
Many other officers
including Bihars chief secretary Mr. Ashok Kumar Sinha and Union home secretary
Anil Goswami whose name also appears in the list did not reply to ETs query.The
officers who appeared to have missed the deadline account for more than 30% of
the total IAS cadre in the country.
