The Delhi Government got approval from the Centre for
construction of about 1,10,600 dwelling units for economically weaker sections
(EWS) under the Jawaharlal Nehru National Renewal Mission (JNNURM) for the Plan
period 2007-2012.
Out of this, construction plan for 44,720 was dropped due
to failure to provide hindrance-free site.
Worse, just 10,684 units were found to have been
completed at the time of audit. These findings come through as part of a social
audit by the Comptroller & Auditor General (CAG) for the year ended March
31, 2012.
The CAG not only points out the failure of Delhi
government & associated civic agencies on delivering requisite housing
stock for EWS but also shows how it falls way short of the set out target of 4
lakh units under the first mission period of JNNURM.
It is stated that the Delhi government stepped back from
its original target & instead sought sanction for only 1,10,584 dwelling
units from the Central Sanctioning and Monitoring Committee monitoring (CSMC)
execution of JNNURM. This target, too, remains far from achieved.
The CAG begins with the state's Delhi State Industrial
and Infrastructure Development Corporation (DSIIDC)
CSMC approved 81,528 dwelling units to be executed by
DSIIDC under 14 projects.
"In response to invitation of bids for construction
of 5,552 dwelling units at Barapulla, only one bid was received. The cost
quoted by bidder was double of the estimated cost put in the tender. However,
DSIIDC did not opt for retendering," the CAG states.
How money was wasted comes through in a section where the
CAG states that DSIIDC incurred Rs. 50.59 lakh on projects which were shelved
due to failure of the state to make available hindrance-free land.
CAG takes serious note of the fact that though 9,660
dwelling units were cited to be complete at the time of audit, approval plan of
construction for these units was not taken from the local bodies by DSIIDC.
The CAG sought an explanation from DSIIDC in June 2012
but never got a reply.
The CAG goes on to point out the dismal performance of
the Ms. Sheila Dikshit-led Delhi Urban Shelter Improvement Board.
"CSMC sanctioned eight projects for 24,076 dwelling
units to be executed by DUSIB. But the Board did not complete even a single
dwelling unit during the mission period inspite of incurring Rs. 74.20 crore on
various projects," the auditor states.
The auditor comes down heavily on DDA which sought
approval from CSMC for 4,740 dwelling units in December 2007.
Audit found that in violation of mission guidelines, the
DDA allowed 30 months for each contract & a payment of Rs. 5.33 crore upto
May 31, 2012, has already been made on account of cost escalation while work on
site was yet to be completed.
