Officials from the
road transport & highways ministry countered these, saying the road sector
was facing many contract management issues that are best resolved by an
independent regulator, something the finance minister Mr. P. Chidambaram had
also said in his budget speech.
Attempt will be made
to reconcile all opinions. Officials from the finance ministry, the law ministry
and the National Highways Authority of India (NHAI) attended the meeting.
There may be some
delay in the setting up of a regulator for the road sector with the Planning
Commission expressing strong reservations over giving it the power to change highway
contracts or / alter the way these are implemented.

The road sector is struggling with contractual problems.
An independent
regulator has to be able to resolve this. We will need a few more meetings to
reconcile all opinions, said senior road ministry officials.The ministry will
meet concessionaires and lenders on April 10, 2013 to seek their views on the
proposed regulator.
Abve 11,000 crore of
developers dues from over 1,600 claims are held up in courts, arbitration
tribunals & dispute resolutions boards.
