Central Goverment's plan to digitise all land records a cross states by the end of 12th
Plan looks seems to be in trouble.
In
a startling revelation by MRD (Ministry of Rural Development) only 8% of the
funds allotted for NLRMP (National Land Records Modernization Programme) by the
centre were utilised by states at the end of last year.

Nadu..!
According
to the financial progress report of the NLRMP scheme tabled in Parliament
during the budget session, nearly 20
states did not use a single penny of their allotted fund by December 31, 2011,
as per an analysis of data beginning 2008.
These
states include Tamil Nadu, Rajasthan, Punjab, Delhi, Jammu and Kashmir &
Uttarakhand. To get an overview of the usage of funds released, ZRG (Zee
Research Group) analysed past 4 years' data.
Clear
Title Guarantee..!
The
main aim of the NLRMP scheme launched 4 years ago was to develop a modern,
comprehensive & transparent land records
management system and to implement a conclusive land titling system with clear
title guarantee.
The
analysis revealed that among big states Bihar ranked the best though it too
only utilised just about half of the allocated fund. Bihar reported about 55%
utilisation followed by Haryana with 27% under NLRMP. Gujarat &
Chhattisgarh reported 17% & 16.22% utilisation respectively.
However,
states like West Bengal &
Maharashtra respectively, could only use 5.82% & 3.63% of the
allocated fund. Uttar Pradesh & Andhra Pradesh stood poorly with 1.40%
& 0.55% fund utilisation level.
Mr.
Aruna Roy, NAC (National Advisory Council) Member and Social Activist, said,
"Bit of a surprise under current circumstances. It is ironical that
government offices, who continually bemoan shortage of funds and lack of
resources, should not use them when they (funds) are available. It certainly
reveals a lack of commitment & interest among states but also is a poor
reflection on Centre".
