Builders Day - October 15

The one way of remembering the man putting a building together is through observance of the Builders Day on October 15 every year.
The idea was mooted by the Builders Association of India (BAI) some years ago so that not only in future but also in retrospect the contractors are remembered with gratitude. In this day the use of enhanced technology for fast construction was among the topics discussed.

The Builder`s Day Celebration is to focus on the person giving a concrete shape to designs on paper. For over 55 years, members of BAI have contributed enormously to the nation`s economic development by helping to produce capital assets on land.

In India there are over 90,000 small and big contractors and builders countrywide. Off these the 10,000 members of the BAI account for major portion of about Rs.18, 000 crores value of works undertaken annually. That indicates the strength of the organization and its ability to stand up for the builder`s cause.

History of BAI..!In 1941, Builder`s Association of India, was formed on the advice of Brigadier Jackson, an Englishman, and a chief engineer, MES, Pune. This association was formed to solve and tackle various problems faced by builders. They have offices all over the country and their head office is situated in Mumbai.  It has 77 centres spread over length and breadth of the country. The organization has grown in leaps and bounds and at present, it has Patron or Lifetime Membership of 8,000 and Ordinary or Affiliated Membership of 30,000 through various Regional Associations affiliated to it. There is an addition of Membership by each day passed.  BAI, by virtue of its size, is the only True Spokesman for the Construction Industry.

The  (BAI) is an established and recognized construction trade association representing the construction industry in India. Under its wings are many construction companies of various and different strength, capacity, resources and track record to deliver development projects of international standards and magnitude, and now to the nitty-gritty of the organization.

Democratic elections are held every year. The President, the state level chairman and the 25 governing body members are elected by 31st March of every year. Various types of committees are set up to tackle different issues pertaining to the members and the building construction industry. The managing committee consists of the President, four vice presidents, one Hon. General Secretary, one Hon. Treasurer, 6 State Chairpersons and 25 members.

There are two types of members
Patron member - who pays Rs.7500 for a lifetime to become a member for life.
  
Ordinary member - who pays Rs.600 each year.

The basic criteria to become a member is to be related to the Real Estate industry viz. Builders, Land Developers, Promoters, Contractors, Architects, Material Suppliers, Manufacturers etc.

In its 68 years of existence, BAI has been looking after the needs of the industry, by making positive headway in tackling issues and taking concrete steps like:


·    Convincing the Central Government and various State Governments to introduce Price Variation Clause (Escalation Clause) in their respective contract documents.

·    Preparing Standard Contract Document. Various departments of the Central and State Governments and their various undertakings and/or departments, have their own different contract conditions documents for their respective works. This puts avoidable hardships on the contracting fraternity. BAI came up with the idea of a Standard Contract Document to be adopted by all agencies. Though the same when submitted to the Central and State Governments for acceptance did not produce desired results, BAI now through CIDC has narrowed down twelve conditions of contract to be adopted by all agencies. BAI is confident about its acceptance.

·    Training of Postgraduate Civil Engineers. BAI was instrumental in starting National Institute of Construction Management and Research (NICMAR), which has established campuses at Mumbai, Pune, Delhi, Bangalore and Hyderabad and is soon likely to get status of a deemed university.

·    Promoting project exports. BAI started Overseas Construction Council of India (OCCI). OCCI through its members, who are also members of BAI, brought a lot of foreign exchange directly and through Indian Labour employed in Gulf countries.

·    Correcting the wrongs in revenue collection and avoiding undue harassment to members. In the matter of Sales Tax on Works Contracts, consequent to 46th Amendment to Constitution, all State Governments were interpreting such amendments to suit their revenue requirements. B.A.I. filed a Writ Petition and the Supreme Court correctly explained the powers of State Governments pursuant to 46th amendment and cleared all uncertainties and doubts, bringing relief to the civil engineering and construction fraternity.

·    Fighting relentlessly against the applicability of the Provident Fund provisions to the casual and temporary construction workers. BAI has been petitioning the govt. to see reason and has been suggesting ways and means to successfully implement the Provident Fund provisions in such a way that intended benefit reaches to the casual and temporary construction workers, who are mostly illiterate and mainly migratory in nature. BAI is sanguine that it will attain its goal.

·    Publishing a monthly journal, ‘Indian Construction’.

·    Organising All India Builders' Convention and Exhibition. , Which is a large gathering of members of civil engineering discipline including construction fraternity. These events are a focal point for exchange of ideas and transaction of business. BAI through All India Convention and Exhibition brings about a sense of brotherhood amongst them. Till now eighteen such Conventions have been organised.

·    BAI is an affiliate of the International Federation of Asia and Western Pacific Contractors’ Association (IFAWPCA). Being in touch with the latest developments in the international civil engineering and construction industry. Other constituent members are apex construction contractors’ associations of Australia, Bangladesh, China, Guam, Hong Kong, Indonesia, Japan, Korea, Malaysia, Nepal, New Zealand, Papua New Guinea, Philippine, Singapore, Sri Lanka and Thailand.

·    BAI is also an affiliated to many national organisations. Employers’ Federation of India, Indian Merchants’ Chamber, Indian Roads Congress, Indian Buildings Congress and host of other organisations.
·    BAI is having representatives on many organisations. Having permanent representatives on various committees of Bureau of Indian Standards, on committees formed to formulate minimum wages by the Central and State Governments, etc. BAI thereby has been rendering yeoman services to the cause of industry.

·    For smoother liaison and effective interaction with the Central Government and its departments connected with construction industry, BAI has an office in New Delhi.
